Legislative Report and Action Alerts for March 2026

ACTION REQUIRED: HB26-1011 (Oppose)
Concerning the Transfer of Certain Pet Animals in Colorado

By: House Majority Leader Duran, Representative McCormick, and Senators Rodriguez and Roberts.

This bill has passed the House and is now assigned to the Senate State, Veteran and Military Affairs Committee. A hearing is scheduled for March 24 at 2:00 PM in the Old Supreme Court Chambers. The AKC and CFDCO strongly OPPOSE this bill.

Three Main Concerns:
  • Pet Store Ban: It prohibits licensed, inspected pet stores from selling dogs and cats, placing unreasonable restrictions on consumer choice.
  • Broad Definition of a Broker: Bans brokers from operating in CO entirely and conflicts with USDA definitions. It will likely drive people to buy dogs underground or online via unmonitored sites.
  • Three-Dog Sale Limit: Imposes an unenforceable limit restricting individuals to transferring no more than 3 dogs per calendar year. Selling a 4th dog (even to a family member) breaks the law.

Other Key Bills We Are Monitoring

The PACFA program is undergoing a "Sunset" review to see if continued regulation is needed (which it is). Areas of interest include term limits on the advisory committee, raising fining authority fees, licensing caps, and public lists of actions. Status: Passed House Ag Committee; sent to Appropriations.

Gives courts authority to decide custody of pet animals in divorce/separation proceedings when parties disagree. Status: Passed Judiciary, sent to Appropriations. Not expected to pass due to high fiscal note.

Makes it tougher to present educational programs on zoo animals (like elephants) by requiring heavy certifications, driven by animal rights groups. Status: Passed House; assigned to Senate State Veterans and Military Affairs for March 24 hearing.

HB26-1198: Expedites licensing for out-of-state vets and vet techs moving to CO.
HB26-1229: Acknowledges the human-animal bond as a social determinant of health, authorizing grants to support programs that foster this bond.
