Legislative Report and Action Alerts for March 2026
Concerning the Transfer of Certain Pet Animals in Colorado
By: House Majority Leader Duran, Representative McCormick, and Senators Rodriguez and Roberts.
This bill has passed the House and is now assigned to the Senate State, Veteran and Military Affairs Committee. A hearing is scheduled for March 24 at 2:00 PM in the Old Supreme Court Chambers. The AKC and CFDCO strongly OPPOSE this bill.
Three Main Concerns:
- Pet Store Ban: It prohibits licensed, inspected pet stores from selling dogs and cats, placing unreasonable restrictions on consumer choice.
- Broad Definition of a Broker: Bans brokers from operating in CO entirely and conflicts with USDA definitions. It will likely drive people to buy dogs underground or online via unmonitored sites.
- Three-Dog Sale Limit: Imposes an unenforceable limit restricting individuals to transferring no more than 3 dogs per calendar year. Selling a 4th dog (even to a family member) breaks the law.
